I have some observations on the work of nut-server. If the service could not be
started automatically, it also can not be started using the command "sudo
/etc/init.d/nut-server start" , but command "sudo upsdrvctl start" works always.

Comrade Laurent Bigonville, I found that this problem caused by conflict
vhba-dkms (VHBA virtual host bus adapter module) with nut 2.6.5-2 . vhba-dkms
used by CDemu for disk emulation.
If I comment the string with 'vhba' in /etc/modules, nut service on system boot
started normally.

Problems with automatic start on system boot may be caused by package
"vhba-dkms" from https://launchpad.net/~cdemu/+archive/ppa

Some more information.
Could you try to unplug the UPS and plug in it again wait a few second
and then provide us the output of dmesg? It's possible that the
kernel/ups are taking too much time to settle.
