after doing some investigation on this on, it seems like /etc/foxrc/Desktop is actually a config file for libfox, its not specific to xfe even. I installed and straced rezound which is the other binary package in the archive which depends on libfox1.4, and it also looks for a /etc/foxrc/Desktop
