after doing some investigation on this on, it seems like /etc/foxrc/Desktop is actually a config file for libfox, its not specific to xfe even. I installed and straced rezound which is the other binary package in the archive which depends on libfox1.4, and it also looks for a /etc/foxrc/Desktop.
when starting xfe. it does also look fo a /etc/foxrc/XFileExplorer/Xfe also, which seems like it might be an appropriate placed to install the file currently being installed as /usr/lib/foxrc/Desktop. I'd be happy to work up this patch if it seems like an apropriate fix.
