build PCP packages for older debian-based releases where potentially different
debian/control files are needed, based on the availability of dependent
packages (build
I just noticed that I totally forgot to mention the relevant change. The
original d/control has:
Build-Depends: systemd, systemd-dev | libsystemd-dev
Which is missing after running fixcontrol and thus missing from the
.buildinfo file.

A trick which usually works is to generate the desired file using
a different filename, then error if the files differ.
The attached diff will give you an idea, but it's untested.
(I failed to see how the code in GNUmakefile is reached from debian/rules)
