First of all, as a workaround to be able to ^C fsck while not in repair mode,
one can add the following in /etc/e2fsck.conf:

allow_cancellation = true
This forces fsck to return with zero and postpone the check for the next boot.
But of course that doesn't solve the problem

I appreciate your input Luca. My prior investigation led to the same
conclusions. I'm pretty confident that it's not a bogofilter issue, because
there are no invocations of "yes" and "no" in the source, and I've repeatedly
failed to reproduce it on several different platforms.

According to the v2.17-ReleaseNotes, this is a feature, and the recommended
way of dealing with potentially nonexistent filesystems is to use the nofail
option.

AFAICT special handling is also required for hppa (see refs in an earlier msg
