In Debian's case it's fastqc.jar and in upstream
it's FastQC directory.
The easiest solution is to include all /usr/share/fastqc/* in the jar
file. (Well, you could not use jar file at all but I don't think it's a
good idea.)

I've successfully build this package by using 0.60 definitions. Here is
what I did:
* Download ftp://ftp.gnu.org/gnu/aspell/dict/bn/aspell6-bn-0.01.1-1.tar.bz2
* Unpack and rename directory to aspell-bn-0.60.0.01.1.1
* apt-get source aspell-bn
* cp -R aspell-bn-0.50.1/debian aspell-bn-0.60.0.
