code worked with OpenCV 4, but apparently it does not. It is probably

Akregator starts and works correctly also for me, and the version in
testing is the same as in unstable. Don't have a testing environment to
test it there right now.

I cannot reproduce this bug, but agree with Julian: I don't understand
why you need pidof to detect if chrony is started, you can do the same
watching the return value of start-stop-daemon.
