As a further step, I bisected libxslt and determined that the regression
(if it is a regression) is caused by commit [1], which claims to solve
[2]. Apparently libxslt was evaluating XSLT templates in the wrong
order, and that commit fixed that, but I guess that boostbook depended
on that order to work properly.
