Sorry, the bugreport was allready in my mail spool, and the MTA wasn't
working because of the same problem why openssh wasn't working.
The error is not in openssh. It's in the util-vserver.
Once again, I'm sorry for the wrong report. Can be markt as closed.

Justification: renders package unusable
Since the last update the ssh-server won't accept connection if it runs on a
vserver. The ssh-server on non vservers runs normal. The ListenAddress is set
correctly and everythings worked fine before
Someone (Nickname: Salz) on the german debian irc helped solving this
problem.
Just delete the *.bin files in /var/cache/apt/
