This bug seems to be fixed, in as much as 0.9.0 has been in unstable for a while. However, I think python 3.8 is going to require 0.10.1, as only numpy 1.17 is compatible with 3.8 and statsmodel 0.10.1 is the first release to support numpy 1.17 (as I read things anyway)
