I think we might as well do it the other way around now. I see that in
Ubuntu, the -dev packages were already named libdaxctl-dev and
libndctl-dev .
The numbered -dev packages have been in Unstable (only) such a short
time I think we don't even need a Provides for the old name.

Hi!
Ubuntu packages don't have a soname in -dev package names -- just like the
vast majority of libraries. This differs from what you uploaded. I think it
would be better to allow using soname-less B-Depends.
