Hi!
Ubuntu packages don't have a soname in -dev package names -- just like the
vast majority of libraries. This differs from what you uploaded. I think it
would be better to allow using soname-less B-Depends.
Thus, what about adding Provides?:

libndctl6-dev:
Provides: libndctl-dev
