A typo in debian/rules was adding CONFIG_I4X4_RAM=y to the wrong

The Debian builds do not appear to be applying the i4x4 ram
configuration; the SPL file turns out identical with the non-i4x4
variant, and the cubox-i4x4 only detects 2GB of ram.
