I am also affected by this "behaviour".
It would be harmless to existing distributions to set policykit-1 as a
recommended package as is is the default setting, but it would make
power user that do not install automatically recommended packages a lot
happier.

Since the dependency was changed to require policykit-1 it's no longer
possible to have any init system installed other than systemd since
polickit-1 depends on libpam-systemd which depends on systemd, which
excludes sysvinit-
