Since the dependency was changed to require policykit-1 it's no longer possible to have any init system installed other than systemd since polickit-1 depends on libpam-systemd which depends on systemd, which excludes sysvinit-core. Synaptic does not actually depend on systemd, of course. Recommendation: change policykit-1 dependency back to Recommends so Synaptic, while a very good package, does not single-handedly set Debian policy to remove all init systems but one.
