Bug#83000: exim feature: accept/reject mail based on externalprogram

I think it would be very beneficial to be able to extend exim's incoming mail handling abilities by having it able to reject a message based on the results of an exernal program call. This would allow the easy addition of more agressive spam filters, virus checkers, and more. Upstream developme
