Thanks for reporting this issue.
Like the incorrect custom font path reported in #799473, this issue also
needs some changes to the upstream setup.py to support the same custom
paths as the mapnik build.
I've added a patch to support the LIB_DIR_NAME environm

I've just backported mapnik 3.0.8 from Debian Sid to Debian Jessie. Quiet
easy, but after installing python-mapnik, Mapnik complained about the
