TestU01 has been finally packaged for Debian[0], however in the so
called "non-free" section, as the license situation is still unclear.
The website[1] claims that the license would be GPL3 or later but the
source tarball's COPYING files names another license, which Debian

I just noted that this has been finally packaged for Debian :-)
... but in non-free.
At least the website http://www.iro.umontreal.ca/~simardr/testu01/copyright.html
which seems to be from 2009-08-18 that the license has actually been changed
to GPL3+.
