Okay apparently it's a bug in debconf, present since 2003...
I guess noexec isn't supposed to be an option on /tmp then?

Dear Maintainer,
I relatively recently switched to a separate /tmp partition mounted
with option 'nexec'. But apparently the pre-configuration script for
sysv-rc doesn't like it, as I seen this running aptitude for upgrading
a lot of things
