Sorry that we didn't reply to your report earlier.
The problem is not really in nemo but rather in file-roller,
which depends on nautilus-data, which pulls in a lot
of gnome.
The right approach is to avoid that, and I've filed a bug at:
https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=78869

Please drop the Recommends on nemo-fileroller. It pulls a whole bunch of GNOME
