With nvidia-libopencl1 providing versioned symbols (I think since
they silently added 1.2 support in 349.16-1), this bug can probably be
closed.
Any packages built on the buildds will use the free implementation.
And since CUDA 9.1, nvidia-opencl-dev also depends on
ocl-

I think that one way to solve this bug would be to ensure, for example
with a lintian test, that all Debian pack
