looking at some neighbourhood bugs, i've found i message by a guy, who used
self-built kernel and thus faced similar problems because of absence of some
systemd-required kernel options and got things working builded new kernel with
everything needed.
this helped for me too. the only problem was tha
systemd-shim is installed, but nothing seems to change
having systemd as init is not what i want
although, i have systemd-logind running. pstree also shows it is run directly
by init(1).
but with no policykit it works fine with lightdm and xfce.

Did you use lightdm or not? If yes, then it's involved. If not, then

Which is actually why I made #728361 RC, so it doesn't migrate until
there's a chance to avoid fallouts.
I have no idea if it's possible (nor desirable) to maintain
