Package: cloud-init Version: 0.7.1-3 When booting on ubuntu, cloud-init scripts are started later than in debian, once most other services are already started. On debian, the only requirement is : # Required-Start: ec2-get-credentials This makes ec2-run-user-data run with the same requirements
