I am afraid the bug #710510 is not linked to cloud-init.

We use images created with build-debian-cloud [1]. These images contain a few scripts acting as a minimal replacement for cloud-init. When I installed cloud-init, I wrongly assumed the "ec2-get-credentials" script in /etc/init.d came from the cloud-init package. It actually came from build-debian-cloud.

The described issue is linked to the scripts in build-debian-cloud and not cloud-init.

Still, the cloud-init package does not run user-data, as explained in bug #709173 [2]. We have successfully used the patch provided in the mail following the bug report of #709173.
