I'm attaching a patch for this bug, bug 491320, and a few other issues
that have been fixed in Ubuntu.
The other issues are that sa-junk and bogo-junk are modules, not
plugins now and I'm pretty sure you mean for evolution-dev to depend
on libedataserver1.2-dev not just the library.

when activating the use of spamd through through the
/apps/evolution/mail/junk/sa/use_daemon key, evolution tries to launch
spamd. However, the hardcoded spamd location is /usr/bin/spamd, while
its actual path is /usr/sbin/spam
