I'm attaching a patch for this bug, bug 491320, and a few other issues that have been fixed in Ubuntu.
The other issues are that sa-junk and bogo-junk are modules, not plugins now and I'm pretty sure you mean for evolution-dev to depend on libedataserver1.2-dev not just the library. Thanks, Jeremy
