Found some more information.
all the shortcuts that do work with Win key (i.e. run dialog, toggle
maximize) exists in org.gnome.desktop.wm.keybindings
the others (i.e lock screen, calculator, custom:terminal) does not
even show up there (there's no key which even resemble those options).

I keep updating everyday to debian-sid's latests, and this is coming and going.
few months ago, not a single keyboard worked. then it was working just fine,
