It seems that this ticket can be closed, given the fact that reporter
has stated "I think this bug can be closed".

If you mean depends and rdepends here - these are not
limited to (Pre-)Depends per default -- only with --important

There are a couple of related bugs, although none of them mentions the
fields I’m interested in, Recommends: and Suggests:.
For me, a common use of apt-cache is to try to find related packages.
