I found out I have the same problem, the apt-listchanges does work when
running apt-get by hand.
# cat /etc/apt/listchanges.conf
[apt]
frontend=mail
email_address=root
confirm=0
save_seen=/var/lib/apt/listchanges.db
which=both
# apt-config dump
