Yes. I use apt-listchanges with frontend=pager and it still sends a
mail. I agree that unattended-upgrades should check that email_address
is set. It would be nice if unattended-upgrades ran apt-listchanges in
this case (hopefully not getting hung by having a pager as a frontend
and having confirm=1). Thanks.

My /etc/apt/listchanges.conf:

[apt]
frontend=pager
email_address=root
confirm=1
save_seen=/var/lib/apt/listchanges.db
which=both
