Yes. I use apt-listchanges with frontend=pager and it still sends a mail. I agree that unattended-upgrades should check that email_address is set. It would be nice if unattended-upgrades ran apt-listchanges in this case (hopefully not getting hung by having a pager as a frontend and having confirm=1). Thanks.
