There is no limitation to make the Passenger module running on either worker
or prefork. The official documentation of Passenger for Apache mentions at
least two different MPM modules.
I'm successfully running modified version of libapache2-mod-passenger with
"apache2-mpm-worker | apache2-mpm-pref
