If fsck.reiserfs do not behave the way fsck expect, I would say it is
a bug in fsck.reise

If I create /forcefsck and reboot, then the reiserfs
partitions are not verified. "fsck -f -a" on reiserfs
does not work as you might have expected.
If I run 'fsck -y /dev/sdb3', then reiserfsck does a
read-only test as expected.
