If fsck.reiserfs do not behave the way fsck expect, I would say it is a bug in fsck.reiserfs. Reassigning there. checkfs.sh leave it to fsck to decide how to handle different file systems, so this problem will have to be solved in either fsck or fsck.reiserfs.
