Yes, but this is not Debian's way to create packages! Packages should
build from source.

fp uses own gdb and don't use system gdb for compiling and for working.

Because I need to use official libgdb.a shipped by debian in seed,
otherwise it is a policy violation and a potential vulnerability.

I have reported a bug with severity serious 509873 but this is still
pending. Without solving this bug we couldn't have any debugger support.
