I think this is expected. It is wrong to change the setting to
powersave, whether on

Actually this file should have been removed long ago. The actual
configuration was in HAL.

gnome-power-manager used to work fine with cpufreq-userspace.
Before, as the README.Debian says, members of the powerdev group were allowed
to changed cpufred settings.
But the policy settings seem to have changed. Previous
