in which package is the kde power manager ?
Does it install a file in /usr/share/dbus-1/ ?
Does it listen for org.freedesktop.PowerManagement (not sure how to check that)
Does the kde power manager even try to implement this freedesktop

Additional information:
The file /usr/share/dbus-1/services/gnome-power-manager.service, which is in
the package "gnome-power-manager", contains:
[D-BUS Service]

I can confirm this Bug.
I am using KDE and if I open VLC without playing a video gnome-power-manager
does not start, but if I start to play a video, then gnome-power-manager starts.
Before playing a video, gnome-power-manager is not running, I checked that with
"ps -A | grep gnome-power-manager"

Alex.

So it opens the window of gnome-power-manager
Package: vlc

The experimental version of VLC seems to be starting gnome-power-manager
when playing a movie. Gnome-power-manager never starts by itself in any
other situation that when playing a movie with VLC.
