I can confirm this Bug.

I am using KDE and if I open VLC without playing a video gnome-power-manager 
does not start, but if I start to play a video, then gnome-power-manager starts.
Before playing a video, gnome-power-manager is not running, I checked that with 
"ps -A | grep gnome-power-manager".
If I deselect "Inhibit the power management daemon during playback" (Tools -> 
Show settings "All" -> Advanced), then gnome-power-manager does not start 
anymore, if I play a video.

The relevant code seems to be in "modules/misc/inhibit.c"

I am using VLC version 0.9.9a-2.
