I have no way of detecting all the packages that use kernel-img.conf
because of this Debian hidden file mechanism:

All I know is of all those packages, some are more optional than
others, and the kernel-img.conf.5.gz man page
Then don't say

Then don't provide it.
Then don't make kernel-img.conf.5.gz belong to any package either.
