I have no way of detecting all the packages that use kernel-img.conf because of this Debian hidden file mechanism: m> And to which package belongs the file /etc/kernel-img.conf? To none. All I know is of all those packages, some are more optional than others, and the kernel-img.conf.5.gz man page should be in the least optional of all.
