If you're running Kile 2.1.0 there's another work around.
In Settings - Configure Kile - Latex - General, deselect "Automatically
insert opening and closing double quotes for LaTex
Then, further down the Configure list, go to Extensions. Select

You can (somehow) work around that you activate "double quotes" in
configure->latex->general.
