If you're running Kile 2.1.0 there's another work around.
In Settings - Configure Kile - Latex - General, deselect "Automatically insert opening and closing double quotes for LaTex
Then, further down the Configure list, go to Extensions. Select AutoBrace and click on the settings block to the right, in the pop-up window, deselect "Automatically add closing quotation marks"
