I don't think it was ever intended that the parameters be parsed by
debconf. The parameters are supposed to

When using cdebconf with the Client::ConfModule you cannot pass any arguments
(like i.e. --frontend=gtk) to cdebconf/debconf because the parameters are
mixed.
The attached patch fixes this issue.
