Currently its like this: "fai-progress --frontend=gtk" - but it only
works if I swap the parameters. How can I make it use the gtk or newt
frontend without this patch?

I don't think it was ever intended that the parameters be parsed by
debconf. The parameters are supposed to be passed on to the program
when
it's re-execed by debconf.
