i have the same problem. i hacked up /usr/share/debconf/confmodule to spit out
some debug data and got this:
10 bugzilla/pgsql/authmethod-admin doesn't exist
any ideas?

This morning, I tried to upgrade my test system from 2.22-4 to 2.22-5,
and the postinst died with exit status 10. No other error messages
were provided.
