If mc is started in ru_RU.KOI8-R locale, it can't view files containing
KOI8-R symbols. For example, "абвгдежзик" is shown as "012345678:" and
"АБВГДЕЖЗИК" as "^^Z". Similar problems exist in ALT Linux (which
uses Debian utf8-slang2 patch), but only when mc is built with slang2.
