I also see this bug in the current mc version in debian/unstable. In the interval viewer the text is shown corrupted, even if it is in the default system charset, and charset selection with Ctrl+T does not affect the displayed text. In the internal viewer charset selection with Ctrl+T does not work either, but the text is at least shown in the system charset and with this charset everything works fine.
