I decided to remove the question, based on the fact that it seem
perfectly safe to use the HTTP submission method as the primary
method. SMTP will be used if HTTP fails.
Existing/old installations installed and configured before HTTP was
made the default will still

email to enable http submission. New installations use http
automatically, and do not need the question. Besides, the question is
a low priority question, so it is on
