Looking into it a little, the soname for libprrte.so itself is set to 3.0.7
in 3rd-party/prrte/VERSION

I get this error too updating to openmpi 5.0.6-2.
Looks like some intermediate update got caught in the package updates.
libprrte.so is installed by libopenmpi40 5.0.6-2
as /usr/lib/x86_64-linux-

looking at the file, it seems to be broken:
