Forgot to mention: I don't see this error on a similarly configured
Ubuntu system, from this package or any other in my installed set. It's
possible the issue comes down to some difference in debconf itself.

My ASCII-art .sig got a bad case of
Package: libgstreamer1.0-0
Version: 1.22.0-2
The package configuration script does not handle correctly the case of
both the amd64 and i386 packages being installed simultaneously on the
system (a situation arising, in my case, from the use of 32-bit Wine):
