Followup-For: Bug #1023820
This would seem to be a bug in hdf5, not h5py. The shlibs
configuration for libhdf5-serial-dev does not seem to be adding the
version for libhdf5-103-1 (see python3-h5py-serial), while
libhdf5-openmpi-dev does add the version for libhdf5-openmpi-10

Needs to depend on libhdf5 >= 1.10.7.
